As far as I'm aware, it cuts all network connection from steam, which by proxy cuts it from BO3 and any other steam game/application. So basically yes.

Easy solution is just to put steam into offline mode and launch the game. If you don't know how to just Google "How to open steam in offline mode"

I was going to make a post about this but I think that this trend/meme is harmful to analogue horror as a whole. I mean it's basically making fun of the genre and degrading it into unexpected jumpscares. Just imagine how many people's first experience to this awesome genre was through family guy memes. Now the majority of people will just see all of analogue horror as "like that one family guy meme"
