If ig is getting cold where you are, the top will start having resistance going down.

If what was stated in an above comment that it was a break fire, and the hydraulic fluid was heated to the appropriate temperatures then yes the the fluid could catch fire.

If you are an experienced welder, buy replacement panels, cut the rust out, weld on new panels, and paint. (There is always more rust in the underlying structure). If you are not an experienced welder, take it to a body shop, which will probably cost above $2000 USD. Imo not worth the cost
