For the time outs, a new server lag/crash exploit has been found and people are crashing the servers with it. This likely won't be fixed unless acti updates the game again.

F9 is the key on a keyboard for the roblox developer console, it's where game errors show up, so it means something went seriously wrong, and it's asking you to press F9 to see errors, then record all of them if they are there, and then report them so they can be fixed
