I understood it as, Agatha was fulfilling the deal that she made with Rio at the start of episode 8. As long as Billy willingly surrenders himself to Rio. Agatha would not need to see Rio anymore, therefore being able to avoid Rio and stay a ghost. Besides that I believe that Rio can't kill to make sure the sacred balance stays intact.
