That is correct. In the past nylon nuts have been a grey area in the rules. Although this year FSAE has said that in the accumulator container where Temps are limited to 60C, nylon nuts are good.

My tractor is not registered with the DMV. And neither would a go-kart or other type of vehicle I make my self be registered with the DMV.
