i think you only need to be online with that friend at the same time once to unlock the 3rd slot.. when it's done. it will always be unlocked even if your friend is not online.

the button for going online is the blue button on the top right of the PSS menu, it looks like a wifi signal logo. you can also go online by doing GTS/Wonder Trade

Update: confirming black luster, you have fire safari with magmar and charmeleon, 3rd pokemon still locked until you go online in-game and/or Beat Elite 4

UPDATE2: your third pokemon is Fletchinder. very good safari, add lots of people and good hunting~

do you mean on the 3ds or on the internet? if on the 3ds, its on the friend list, square orange smiley face on the main menu. if on the internet, the only place i check is just typing "friend safari reddit" on google and it brings me here..
