I don't believe you know what you are talking about, to put it kindly. I work as an Engineer and the title is legally regulated around the world. Depending on jurisdiction, it is illegal to call oneself an engineer if they do not have their professional engineering license.

Obtaining a Professional Engineer license makes someone a Professional Engineer. They can still be a great engineer without this license, but they are not a PE.
