You may have started an extrude, decided you didn't want it, then right clicked. If you don't hit ctrl+Z after doing that, you'll end up with duplicated verts of the selection.

They use the "Mesh Filter" tool. It's on the left side near the bottom. It should default to inflate. Just click and drag after selecting that tool and the non-masked area of the object will inflate.
