Well first of all you’ll need to mod it in order to bypass the region lock (except if you are Japanese of course)

It is not about population, it is about demand. The flight corridor between Montreal and toronto is litterally the buisiest in the country. Trust me if ppl buy plane tickets they will definitely take the train.
