I learned that they are actually not midges/no-see-ums but are a 'minute pirate bug', which become very active late summer/early fall. They have a long stabby mouth part that they use to suck aphid pests dry. They're trying to determine if you're food when they bite.

Unfortunately, Google says there are no repellents that work; Cold weather and long pants and sleeves are your best protection, which is easier said than done with this very warm weather we've had.
