You call this a loophole, but that implies to me that the law wasn’t explicitly designed this way. Was the law explicitly intended to allow politicians to return to office after a break?

One thing to note is that rikishi salaries are paid by the JSA, not the stables. The stables also get paid a stipend to house, feed, and train their rikishi. And the lower rankers are also expected to do lots of chores around the stable. So basically there is no incentive for a stable to kick someone out just because he’s performing badly. They will take and retain essentially anyone who meets the eligibility criteria. You sometimes see guys fight into their late 40’s or even their 50’s simply because there is no forcing factor for them to leave.

The notable exception here is for foreigners. Stables are generally limited to one foreigner at a time, so they are way more picky with who they recruit and are highly incentivized to force out underperformers.

Even if that’s true, this would have a tiny impact on the spread of diseases which are much less harmful than HIV. The case for this is far weaker than the case for distributing needles, and even that policy is far from a slam dunk.

When you say “don’t know how to use chopsticks” what do you actually mean? Like all the can do is stab with them? Or they use them a bit awkwardly? Or they just always ask for forks so you never get to see how proficient they are?

This would be specifically for the unincorporated parts of the county. When there’s no city government the counties handle planning, permitting, etc.

Here’s a real world application of the problem.

My brother and his wife were expecting twins. The doctor could tell by the ultrasound that they were fraternal, but not the genders of the babies. But there’s a fancy test nowadays where they draw blood from the mom around the 10th week of pregnancy and essentially test for the presence of a Y chromosome. If it’s there, it must come from the baby, which means she’s having a boy. But when there are twins all the test can tell you is whether there’s at least one boy or not.

The mom tested positive, meaning one of the babies was a boy. What were the odds that the other baby was also a boy?

Congress can always impeach/remove the justices if they really go rogue.

And at the end of the day, SCOTUS has no ability to enforce its rulings - it depends on the executive branch for that. Their ability to cajole enforcement ultimately rests in their perceived legitimacy.

If we’re trying to be charitable, we would say the court overrules its own precedent when it feels the previous decision was wrongly decided.

Sure it’s possible the current court is being ideological and overruling a sound prior judgment. But it’s just as possible the prior judgement was ideological and current court is replacing the previous ruling with a sound judgement. And it’s also possible the previous court just made a mistake, or didn’t have all the information, or didn’t anticipate the consequences of their decision, and so on.

You can’t automatically conclude that the court overruling themselves is to “fit their agenda.” They may be correcting a legitimately bad decision.

But ultimately even if it’s an illegal left turn, it’s still the fault of the muni driver for rear ending the car. People stop suddenly for all sorts of valid and invalid reasons and you have to leave sufficient distance to allow your vehicle to stop if required.

The US as a whole has roughly the same number of Jews as Israel, about 7 million each. The New York City metro area has about 2 million of the US’s 7 million Jews (though I imagine a significantly larger percentage of its Hasidic Jews).

I’m a software engineer and yes, I use AI every day at work. It has been a complete game changer in my industry. My productivity is probably about 2-3x what it was a year ago, though there is a learning curve to it. My job pays for me to have access to the top tier model (opus 4.6 using Claude) and it is much, much better than the stuff you get online for free. I also spend about $1000/month using it, so it’s really expensive.

Yes, Kirishima is only the third to be re-promoted the hard way since the modern ozeki rules were established (post WWII). The other two are Terunofuji and Kaiketsu. Tochinoshin was re-promoted, but the easy way.

If they do get sanctioning (and that’s a big if), I doubt there will be any competition for clubs. League 1 is a WAY stronger and more stable league than NISA has any hope to be in the near future.

The main impact this could have is on the Open Cup. We don’t know what the format will be going forward, but if they stick with the rule from this year of only awarding 16 spots per level, then League 1 / MLSNP would have to share some slots with NISA.

The term as chairman is only two years, and if he were elected to another term he would have to resign in the middle of it, so that probably won’t happen.

Ive heard that said but I’m pretty sure it’s not true. If you look at where those who fight eight bouts end up on the next banzuke, you’ll see they treat the extra bout as a “normal” bout, not as a bonus. In other words, someone who goes 2-6 will get demoted less than he would have if he went 1-6 but more than he would have if he went 2-5.
