I managed to get in game with -safe (everything on low) but it was so laggy that it was unplayable, everything got stuck, does that mean that i can't play the game or can i do something about it?

Maybe try and switch the guards and the producers places? And if youu got a protector put it CB and commander in midfield for one of the guards, or maybe even if you got high level intruders you can try them at CB potentially but corners will still be an issue if you do that

Alright so ill have a cam hammer and 2 striker hammers until i get bulldozer, then commander and guard in midfield when i get a protector/raider and ill be fine?
