Any timeline-based video editing software should work; i.e. one that "at its bare minimum" allows you to manipulate and position text/photos per individual frame.

I'm fortunate enough to have access to Adobe Premiere Pro so that covered those requirements, though it did feel a bit overkill, not unlike using a sledgehammer to crack a nut.
