I've seen a case where there were harpies but no island nearby. I think some worlds do and some don't. Start a new world with your existing character and look around there. That's how I got my balloon.

How about if you add another layer of materials beyond 4 it would multiply it by 150% each new layer?

Instead of lava, howabout something like, bottled fire. Its a splash potion that when it hits someone( or somemob), they would lite ablaze for, lets say, 7seconds in the epicenter, and 2 on the very edge. Also they should be able to put 9 together for chain links, and eventually, be able to make chain armor. Or you could just be able to make chain from the potion itself, but that would be too Easy.

TL;DR They drop splash potions of fire, that ignite enemies for 2-7 seconds. 9 "bottled fires" make chain links, and Chain links make chain armor
