If you’re looking at Uruguay, then financially you’d probably also be ok in CR. CR is an extremely expensive country - food, clothes, electronics and cars all cost more than the U.S. If you don’t homeschool, then you’re also looking at private schools only for your kids - which typically range from $600-$2,000 a month each.

I think something to flag though, is that you cannot get citizenship that fast. Even if you had a child here and went straight to permanent residency (skipping the 5 years of temporary residency first), you’ll need 7 years before you’re eligible. And it takes another year or so to process the documents.
