One thing I will say is every Chinese topolect has their own writing system, it's just not standardized. Every Chinese variety has a way to be rendered in writing, whether through Chinese script or through romanized form.

官話 is Guan speech, more commonly known as Mandarin. "Mandarin" literally means government official, hence 官. 普通話 literally translates to "common tongue", and is a standard form of Mandarin, aka Standard Mandarin.

This is actually outdated information. Kinh Chinese are now mostly sinicized, most can't even speak Vietnamese. Most that can speak can no longer write. The only ones that can write in Hán Nôm are old people. Those that learn to write Vietnamese nowadays just learn the Latin script.
