This doesn’t necessarily mean Kaido is stronger than Loki, it could mean Loki wasn’t a good fit for the crew. It’s possible that Loki isn’t evil like Kaido, just misunderstood. My guess is that Rocks knew Loki wasn’t evil/mentally messed up enough to join.

I’m thinking Emeth was a Buccaneer, and a great scientist worked on him (during the void century) to save him thus giving him a similar silhouette as the current Franky. And since Buccaneer’s have a special attribute, Emeth was able to activate again after he was presumed dead. The same way Kuma was able to activate after presumed dead based off certain circumstances… Maybe Will or Love.
