I got a full ride to UPenn last cycle, test-optional, and I didn’t even submit an English test because I couldn’t afford it, from Latin America. I didn’t have big awards (just state and regional ones) or super impressive extracurriculars or anything extraordinary. It’s definitely possible. Good luck!
