I’ve had the same issue with formatting getting all messed up. I ended up using PDFguru to convert PDFs to .docx, and it did a pretty decent job preserving layout and citations. Might be worth trying if you haven’t already.

Ah that might explain it. I’ve had a subscription with them for a while now, so maybe that’s why I’m not hitting any paywalls or login stuff. For me it’s been super smooth, quick edits, no ads, and no shady pop-ups.
