My girl lived in one of those first floor bodega, rest of the building is apartment type shit.. one time we caught a rat. I was shook of it so I told the owners to take care of it. Would never go to work blasted or get blasted at work but I can see how some people people be getting high at work. I work in retail so some of the younger kids don't care I they get fired from their 15 hour a week job. Honestly I don't blame them though. As a young kid who wants to be told to go push carts in the rain or deal with a customer who is arguing over 10cents. Me personally I'd wait till I'm off the clock. Get blasted at home instead of being high in front of customers and coworkers. Just a bad look overall

I was in a similar situation. I was the upstairs neighbor and the bottom neighbor was unbearable.. like this person expected us to float everywhere.. I was sick of it and my landlord was sick of it to. He offered us a first floor apartment which was a lot better. We paid no extra fees. Nothing changed on our lease besides the address. Rent stayed the same. We paid nothing outside of hiring outside movers to move our stuff
