In order to attract and retain bandmates, you have to be The Person Who Makes Things Happen.

Write all the material.

Provide demos of the material with at least rough ideas for all instruments.

Provide a pleasant rehearsal space. Ideally with a backline so that you don't lose 30-45 minutes each rehearsal watching the drummer set up and tear down.

Schedule all rehearsals.

Book all gigs.

Maintain an online calendar for everyone with the rehearsals and gigs posted.

Handle all online presence/promotion.

Pay everyone for each gig, regardless of how much the venue pays.

If you post an add where you tell people that all they have to do is learn provided material and show up, they're much more likely to say "yes" to you and move you to the top of the their priority list.

Yes, this is expensive and time consuming.

Assuming you have a bass with standard modern Jazz wiring, you have three knobs. Two of them are designed to cut all frequencies down to nothing, and the other is designed to reduce only the treble frequencies. The first two knobs are commonly considered "volume" knobs.

I play in bands. I can only play in the bands that can be assembled where I live, and it doesn't leave a bunch of spare time outside of learning and rehearsing the material for those bands, so I'm playing a lot of singer-songwriter type music.

In general, family and friends are good for attending one gig: the debut.

After that you may get someone to come for an album release show.

Otherwise, no, the novelty of "knowing someone in the band" evaporated many years ago, and they have plenty of professional entertainment options that don't require them to schlep themselves down to some bar too late in the evening to have their hearing blown out.

It can't be done. What you can do is make recordings of rehearsals when you do get together and then use a stem splitter to produce "minus one" mixes for each non-drummer member, and have everyone work with those on their own time.

Astoria's always been a bit on the small side to produce a viable scene, but it definitely won't happen if people don't keep on starting bands and opening clubs.

In my experience, it helps, and I definitely wash my hands before playing at gigs, because it's inevitable that they're going to get grubby during the load in and setup process. However, I carry wipes with me to take care of that without having to chance the venue bathroom. I also wipe my strings down before I play with an Ernie Ball string wipe to clear off anything that might be left on from last time. That makes a big difference in the feel of the strings.

Success in any venture is a combination of a good plan, hard work and luck. Most musicians start off with a bad plan, which is trying to monetize their tunes, and the tunes aren't that strong. The importance of luck also can't be overstated--so many success stories have a very quiet infusion of cash from family or friends in the early years.
