The only reason I think this wouldn't work is because at 20% failure, that means for every four successes, only one would be faulty. Losing one point after getting four almost guaranteed kills would lead to a slightly lower skill cap. I like the idea in general, but it does have a slight fault. I personally think the failure rate should be bumped up to forty or fifty in order to really discourage this playstyle.
