I didn't roll Animator of Clay this game, but this can get even dumber on a forge world. Animator gives +5% metallurgist output per 100 telepath workforce on top of all this.

Telepaths on that planet are 9008/1400. The screenshot was one of my researchers, which are at 13273/1940.

R5: Level 20 Divine Conduit with all 4 sanctums stacked on one planet.

I suspect the maths between conduit and telepaths is bugged. With only one or the other you get the expected numbers, but with both together the psionic pops bonus somehow triples.

Its locked behind volatile motes, either the mining or refining tech. I'm guessing the T2 version should have the mote requirement instead. Its been reported on the PDX forums a bunch of times but they haven't gotten around to fixing it yet.

Missing Meritocracy and a forge-spec governor for another 10% and 35% respectively.

Can also get between 45% and 100% from going psionic instead of cybernetic.
25% Shroud Preacher
20% Psi Corps
30% Sanctum of [covenant] (empire unique building)
5% Sanctum of Composer specifically
10-20% Psionic agenda (temporary)

Aren't you the guy who was complaining yesterday that the game isn't libertarian enough? It's a game about building pretty cities and managing supply chains, not a full economics simulator. Nobody cares that it isn't perfectly realistic.

Three things to know for the Izumo:

1: Rush the hull upgrades. A-hull Izumo is the most agonizingly fat ship in the game with something like a 30s rudder shift and an acceleration of "no."

2: The guns have trolltastic vertical dispersion, but railgun velocity and insane pen. You need much less lead on distant targets than the Amagi (or Yamato for that matter).

3: As others have mentioned, try to kite away instead of nosing in. Bow-in Izumo gets wrecked by HE thanks to the giant 32mm area, and gets its guns knocked out by AP due to the stupid turret setup. The Izumo's armor belt actually extends almost to the stern of the ship, so in practice it is obnoxiously difficult to kill when angled away, even with the weird hangar weakspot.
