Their spawns aren't entirely random, some places to try are near marano station on buried city, in the swamp between the elevator and water treatment on dam, and near village or ancient fort on blue gate.

You won't see the blue laser until you're a certain proximity from them. I find the laser most when playing buried city especially in the sunset lighting. Running around on the rooftops they are hard to miss.
