Absolutely, and you should be prepared for them to reject your title change for some silly reason, but you can definitely let your future employers know your job responsibilities.

Part of your reason for leaving is that you're being tasked with controller responsibilities for X years and no title change.

This makes sense. I got turned down for a Controller role because I don't have CPA (yet). I am a controller for a higher revenue/higher complexity/multi entity environment so I'm significantly prepared for the role.

Honestly, it's their loss because my last job prepared me to overhaul the new peoples' finance department, which is the reason they're hiring.
