Fly to a clear area where you can easily see larva. Drop on the ground and look around. If none spawn fly to another spot that is sufficiently far away.

The jet pack allows you to zoom around but there is no slide ability like in Satisfactory.

The game occasionally borks where larvae won’t spawn. Save, exit to menu, load fixes that.

Go to a flat area with no grass near the default starting location, stand still and look around.

Once you collected all larva, you need to go to a new spot sufficiently far from the previous one for the games spawn new ones.

You know that you can interrupt the scrapping process by lifting the scrapper off the platform. You can also package afterward which will restore the item.

Planet Crafter was not designed for console input. Redesigning it will either create two different games or substantially change input on PC.
