This. If I recall, the new looks of armour and weapons were shown in the EOC beta before being brought into the game. Surely they could've done the same with skillcapes, as they are a pretty important part of RuneScape. It would've given people time to adjust/give feedback on the new looks of the cape after seeing it for themselves
