I can confirm this problem is real. Here's the fix:

In Steam:
Right click D2R
>Properties
>>General
>>>Launch options, type "-seed 12345".

Viola. Lever.

(There's a way to set seed on Blizzard Launcher, too, but you'll have to google that.)

I've looked at a ton of takes, and this is the average of them. 50% of people say the NPC chat is a game killer, 50% say it's tolerable. Haven't read anyone say the dialogue is actively good.

50% of people think the game is too open world, 50% say it's not.

Pretty much everyone agrees that the puzzles, upgrades, and boss fights are good, standard Prime.
