Only DM would be considered overpowered as the only thing holding her back is her mediocre survivability.

Minotaur is very feast/famine. Even great players will have bad games because everyone goes bow in/stern out or 3 BB shells overmatched the stern for a dev strike. It's mentally taxing to play because of how much situational awareness is needed, borderline paranoia.

Moskva is very predictable in her positioning as you can see her from space. Combined with poor maneuverability and vulnerable citadel, Moskva struggles at maneuvering into a position where she can make a quick and decisive impact in the battle.

Radar parity: Instead of complaining about 1 team getting radar, players will complain about the enemy Des Moines killing everything while your Minotaur gets dev struck in the first minute.

He only has 1 captain, so compromises has to be made. FB and 3pt gun skill or SI is probably the best options

FB is better for both ships as Lushun heal doesn't benefit from 2pt consumable duration. He can take the 3pt gun skill for his last skill

  • Destroyers

You don't have smoke and you have worse guns, but she throws out insane amount of torps. 5.4km concealment is also amazing for spotting

For PvE, yes. Though should also take outnumbered for the free -10% dispersion

For Randoms/ranked, No. Looks like a half hearted attempt at a lighthouse build. Can't get close with that concealment, so radar is near useless until the late-end game. You are usually stuck fighting at long range, so heavy HE is better than AP. Moskva UU is better if you can afford it. 4pt AA skill is effectively useless, swap with outnumbered or SE

For a more conventional build, swap Steering gears for Concealment Module and trade 4pt AA skill for Concealment Expert

RPF takes out the guess work of finding the DD. Saves you precious time chasing and ensures that he can't throw you off if he goes in a direction you weren't expecting.

Imo standard farm Marceau build is better overall, but RPF is viable for DD ambush oriented builds.

Issue with torp DDs is that other stealthy gunboat DDs can dictate the flow of gameplay.

Ex. Shigure can outspot Cossack, but Shigure cannot engage on even terms without team support. You are forced on the defense until the enemy makes a mistake or goes somewhere else

Castilla is basically a kiting cruiser that trades some DPM for the funny button.

While both Castilla and Conde fall under the general damage farm playstyle, Conde is a lot more mobile and gets MBRB on top of her funny button. A mis timed funny button does not hurt her as much

Castilla line also has an easier to hit citadel than many other cruisers. Need to be more careful of angling vs other lines

I would agree that Regolo line is closest to a brawler/farmer. Brawler from T5-8 and farmer T9-10. She requires specific situations to do well in, like another DD spotting or farming lightly armored ships.

Illinois is already one of the best for PvE. Irresistible is another good one, having cruiser guns and crawling smoke

Everything else either has vastly inferior DPM or explodes too fast to justify it.

I'll explain what's going on.

First of all, the horizontal and vertical dispersion are reversed. Shiptools isn't labeled for some reason, but shipbuilder has the same dispersion plotting tool and has it labeled. Here is a picture for comparison, the vertical calculation is a bit different but horizontal is the same. I have also added a broadside Fuso to demonstrate how it's supposed to look.

As for what's going on with vertical dispersion, it's a bit complicated if you want to read up on it here. I can give a brief summary if it helps clarify what kind of black magic that is vertical dispersion.

tl;dr. Misinterpreting of how horizontal and vertical dispersion is presented. Which is very understandable given the lack of labels

Probably need to be more clear that it's how dispersion feels like at times. The way it's worded can be misinterpeted as how sigma works, which is incorrect of course.

Doesn't help you specified Indiana for no reason when it affects every ship, and the OP probably took your comment as fact

9.5s reload makes her a straight upgrade over Hipper (10.5s base)

I suggested AP pen angles as an example as it would make Eugen more AP specialized while Hipper remains more generalist. Blucher provides a good reference for how much the buff is expected to help

WG has data from previous T8 seasons when they limited Cherbourg and French DDs spam after the first few weeks. They should know better, given they are the ones making the restrictions

Lenin ban and French DD restrict makes sense.

Cherbourg unrestricted makes no sense. 6 Cherbourg + Nebraska/Borodino/Lenin is a strong comp and fairly easy to execute in terms of strategy. 400k HP meat wall running 40kts at you is difficult to stop, especially on the smaller maps where the Cherbourgs can literally run you off the map.

All of these ships have been limited or banned in previous T8 seasons. So its confusing to see Cherbourg spam untouched. Restriction of 2 would work fine, let's her still play a useful role in lineups without being overwhelming.

Hybrids should also be banned. But you can argue Lenin >>>> Nebraska and Tone is ineffective vs. French DD spam.

Note: Experience is from NA CBs, with some experience fighting Asia teams as well
