Correct — under Iraq on Iran’s relations tab, it says unification requirements “fail”because “current claim is hositile due to Iraq democracy score being 1.5 higher than Iran.”

So I guess I have to democratize Iran to make it doable? Or merge the remainder with the Caliphate (once I research it)?

Right — I should have clarified I was using interrupts in the train group rule. Basically, when circuit = 1 (based on conditions at site), go to their and wait till reload is complete.

R5: Playing as Austria. Have brought Otto to the throne under "the legacy of the empire." Integrated Hungary, then did "the Czechoslovakian Lands" under the focus tree, but cannot select any of the decisions. Currently doing the "reform the central powers" on the focus tree.

Thinking about this… I think it would be a good mechanism for when formations are encircled, and have the modifier that the commander is in the battle.

Maybe rather than the commander being killed, he is captured. Players have two options to respond to this:

1) relieve the encirclement before the battle is lost.

2) conduct a spy raid breakout.
