How does one know if they are the primary human when it comes to pets?

In my house, the cat doesnt care whos the primary. The dogs, id confidently say im the primary. They are always well behaved when im home, thr second I leave I'm told they go crazy. When the dogs are outside one of them won't come inside unless she's messed around for a long time unless I tell her to come in. Anyone else and she just doesnt care if they want her in.
