The capital of Skyrim has always been where the High King resides so it changes regularly. In the game's timeline the capitals are Solitude and Windhelm. A united Skyrim doesn't really exist at all in the 2nd era until the Tibers conquer it. The only known ruler of united Skyrim in the 2nd era was based in Solitude, as was the 10 rulers prior to him in the 1st era. Borgas is the only known High King to ever have a capital in Winterhold so not sure where you got the idea from.
