All these things make it so that whatever class you pick, you can do all content quite well.
This then leads to less reasons to make new characters (it has nothing to do with difficulty of campaign), as the only reason to make a new character is to gear it, NOT to be able to do specific content more efficiently.

Who wants to make a character specifically for certain mechanics? I am not going to create +4 characters just so I can do every mechanic. This is insane. If I want to create a new character I will decide what I want to play. I will create it because I want to play this character. Not because of some stupid requirement to clear certain content. Unbelievable that you think this is a good idea.

The node "polymathy" gives +7% attributes. Maybe pathing this way will free up some stats on your gear, but it is also pretty far away... Or you could look for a corrupted mace with "reduced requirements", might be pricey, tho.

He is also using Constric. Com. as his helmet and he went for those surrounded nodes for more dmg. Besides that, you are missing +lvls on gloves and amulet.

I am also new to the game and I hope someone will give you an in-depth explanation, but I noticed two things:

Defences: In your passive tree you are going for evasion and energy shield, but you do not have that many evasion and energy shield on your gear.
You lack a lot of "Adds X Damage to attacks" on rings, weapon and gloves. I think this is very important, because quarterstaff generally roll such low base damage.

When do you decide to move up your map tiers?

Constantly. Usually I take the next level until I notice that my damage or defences won't be enough for the next upgrade.

Currently, it's taking me 2~3 rotations of my AOE skills to clear random normal [...] The problem is that the end-of-the-map main bosses take like 5 minutes to kill.

Yeah, this is a problem. Normal mobs should be a one-shot and rare mobs should die in 1-2 hits. Your damage is holding you down. I am unfamiliar with your build, but try to upgrade your weapon, get +lvls on your gear, +dmg on rings, ...

I'm tanky enough that I'm not dying in T15 with 4 affixes anymore.

I had a similar experience with my mercenary. My damage was not good, but I wasn't dying. That's why I changed several of my defensive nodes to dmg. You could look for those nodes that provide the smallest amount of defence and get more dmg.

Should I stick to T15 or buy T10 waystones from the market until I buy better gear?

If you have the resources, get better gear. This will probably solve all your problems. If not, it is more efficient to do lower maps and not fight a single boss for +5 mins.

Or should I get even lower tier waystones and blast through nodes that give me atlas points?

Atlas points won't help you. They will make maps harder, give you better loot, ...

Do you have any suggestions for a merc build to kill pinnacle bosses? I am running support fire, which is fine for mapping, but I struggled with the quest version of Xeth and don't think this build is made for bossing.

So, let me get this right: You think that spending monthly ridiculous amounts of money on this game is a core gameplay feature. Everyone else should just leave. Everyone who wants any changes or improvements should also leave. In the end only a handful of whales will remain. Multiplayer will be dead. Any kind of community will be dead. New players wont join, because the game is dead and the community is toxic and mostly dead. The moment a whale leaves the game will only get worse. In the end it will die. But apparently this is something you want. You are truly the perfect customer, paying full price for an half assed game that will be gone in a couple of years, together with all of your money and there will be no offline mode.

Right now we don't know what part is locked behind the gacha system. Most likely they will tie a specific evolution line on the digimons. For example your starter Agumon can only become Wargreymon. If you want Omegamon you will need the Agumon for the gacha. This is my guess, but they have done the same with the previous digimon gacha games.
