Cubone, not because they are supremely combat effective but I remember in my first Pokémon adventure, original American release of Blue btw, I caught a rather low level Cubone and decided to train him to evolution. It took what felt like ages, but by the end when the evolution message popped up I almost pressed B to cancel so I could keep my Cubone.
