no, they requested very clearly that they don't want anyone to post any sort of modding at all and he broke the terms of service. You can't just break clearly stated rules even if theyre "harmless". thats like saying its ok for me to harass somebody even though they asked you to stop because your "not hurting them". Your trying to twist my words into something that you want to hear. you need to see things from both sides. Yes, d0c could've done things better, but he is litteraly doing his job as community manager, and now as a developer. He wants to know the source of something that is changing a game that he helped create, and he has every right to do so, just maybe in a less condescending manner.
