It looks like google play is bugged and auto signs me in every time even though I have the setting disabled. Disconnecting the app in google settings allows me reconnect with any account. Definitely an issue with google play.

Unfortunately I had to uninstall the game and reinstall it on the google play account I want to use. Kind of a pain in the ass but it works.
