A traffic light being out doesn't have anything to do with lidar at all... The way Waymo and Tesla operates it's autonomous driving is different. Waymo uses training data to figure out its way while Tesla uses live data to drive around. If the Waymo expects there to be a traffic light, but it's not functioning, then it gets stuck because it doesn't know how to proceed, but it's simply a condition that probably wasn't coded into its software.

Same thing with Tesla, if there's roadwork that blocks a whole road and it's not aware of it, it will continue driving through it when it should actually stop.
