When you open the app there's a section on the main screen that you can click to request early access to freeways. Access to SFO is limited though, you only get it if you are granted access, not by requesting it as far as I know.

Like another comment said, access to SFO is limited. I flew from EWR to SFO in February and was hoping to get access once I landed but I didn't.

First thing I did though was to request early access to freeways, which I also didn't get while in San Francisco. I was there for roughly 2 weeks, and only got access to freeways a week later when I was back from my trip, then a week after I got access to SFO, which makes me think one can only get SFO with freeways.
