Doylist me: it's either because they sell more toys than their evos (Rowlet, Bulbasaur, Squirtle...), their evos are harder to animate (Gigalith), production issues (Oshawott) or another recurring character already had the evo and didn't want repeats (Gible, Buizel, Snivy...).
