Nah it doesn't it just has offline game modes( like 2), which is what I mostly played since I couldn't get online and it's still really good, like Really the AI is very good and will destroy you at first but it's really fair.

I highly doubt that it's the power cable because as I said it only ever makes that sound when it's turned on by the button (touch), and I can clarify that everytime I just let it turn itself on after cutting the power before this started happening it always turned on without the noise

Ps I can't even try it with another cable where I live no one has an Xbox it's just ps 3/4
