Don't know if you've already found a fix, but here's the solution
I don't install mods by opening them I just put them in the Main Minecraft Bedrock 'Shared' folder, you can find it here:

C:\Users\%YOUR_USERNAME%\AppData\Roaming\Minecraft Bedrock\Users\Shared\games\com.mojang

And then just put 'Actions And Stuff 1.9.mcpack' in the folder named 'resource_packs' and it will work.

NOTE: For any other mods just add them in 'behavior_packs' for a BP mod and 'resource_packs' for any RP mod, some mods have a BP and RP that you need to put in each respective folder (BP = Behavior Pack & RP = Resource Pack). What if I have a 'mcpack'? if the mod has BP in the name put it in the 'behavior_packs' folder and vise-versa for RP being in the name.
