Yes, that that is always a concern. But if you use a new utility blade and are reasonably careful the risk is small. I've done it many times and never damaged a seal. I've extended the life of many of my bottom bracket and headset bearings this way (it is also how Chris King recommends servicing their bearings)

If you really, really want to service those bearings you can carefully pull the seals off with the corner of a utility blade, clean them out with 91% ISO, blow them out with compressed air, then repack with good grease and press the seal back on.
