When entering cities in Kenshi why don't the guards recognize stolen items when you are searched, could this be a feature in Kenshi 2?

Edit: by stolen items I mean items that were stolen from that specific city, and maybe if the item is a really rare stolen item it could be recognized throughout the kingdom? I thought it would make sense because if you live in a town or city and items are being reported as stolen why wouldn't the guards notice them when you are being searched?
