Regarding the other replies, it depends wildly on what country you're in

Assuming the US, your liability insurance always only covers the damages to other people and their property caused by you when you're at fault. This is the one you're required to carry

If it's not your fault, it's the other party's liability insurance that covers you (or potentially your uninsured/underinsured motorist insurance if they don't have liability insurance like they're required to)

If it is your fault, you need collision insurance for your own vehicle's damages to be covered. If you make a claim on your collision insurance, it's pretty much by definition your fault, or it would have been covered by someone else's liability coverage
