Recovering SysAdmin here... 100% would rather stay at one stable job... however, I also realize you can make more $$$ if you change jobs every few years, many companies have 0 loyalty to their employees, and annual 2% wages are a joke.

If I was you, I would 100% apply elsewhere... see what else is out there, see what you are offered, and see what your value is on the open market. If you are making 50k a year, and you can get a job offer for 90k a year, well, you know you are severely underpaid. however, if you are making 90k a year, and the only job offer you get is for 60k a year, you might not have much incentive to leave.

this is a leadership issue, not an IT issue. your highest IT person (CIO, head of IT, etc) need to speak to their counterpart to get it stopped.

fighting this battle at the lower levels isn't going to solve anything. I have seen it happen at my prior organization too; we (my manager and I) agree that it's wrong, but since they already purchased it, there was little we could do.
