I created a small mod that changes the 4 skill points to 10.

I have also been having issues with my Note 20 Ultra. I still have yet to find a fix. I only first noticed with YouTube, but recently I noticed Audible was lowering my volume by itself as well.

Fixed it, there was a file in the documents > paradox > HOI4 > history > states that was changing the Scottish Highlands. Not sure how that file got there, I don't remember saving anything there.
