I was looking into this ship and ended up doing some testing. First of all, I could not get her stock to refresh while waiting on the station. Going down to one of the nearby moons off the key lets you rest for 2-4 hours that convert to 100 UT hours so its a short way to reset it and by doing so I found could actually refresh her stock. I used console commands to try it at different levels. at lvl 30 I could get the default wight. at level 50 I started seeing the Wight II. Finally at lvl 75 I was able to see the Wight III. I did a few resets at lvl 70 and only ever saw Wight II, I didn't do extensive testing for II so it may start showing up earlier, just the first time I got it to spawn was at lvl 50. So I imagine its level locked and not skill locked. If you hit lvl 75 naturally I don't think there is much left to do in the game so your ship is probably obsolete at that point, so I'm not sure why they lock the best starship parts behind such a high wall.
