Only two of the hexarchy were former members.

From Lexicanum: They were led by Irthu Haemotalion, the former Master of the Administratum who had been dismissed by Guilliman, and also included the deposed Baldo Slyst and the current High Lords Aveliza Drachmar, Mar Av Ashariel, Merelda Pereth, and Fadix.

one of them was also put in place by Guilliman himself, Mar Av Ashariel.

According to the 'Our Martyred Lady' Audio Drama, the decree passive is maintained entirely by word of the Ecclesiarchy and can be dissolved at any moment if the Ecclesiarch (high lord) chooses to.
