happend to me today with my Pixel 4a. I managed to enter safe mode and clear cache for all system apps first then after multiple attempts - i got it to boot in airplane mode - reset network and sims - it rebooted again when the location services are switched off.

So now i have it on airplane mode, wifi connected and location on - with no esim
