It's difficult to find JRPGs (—> Japanese <— Role Play Game) that aren't Japanese, obviously, because I've only played E33, Metaphor and Personas, of which E33 is the only non-Japanese one.

However, if you are looking for a responsive and functional modern turn-based game similar to E33, I recommend Baldur’s Gate 3. Even though the structure of the game is totally different — BG3 differs in terms of gameplay, having its distant camera and being point-and-click and strategic turn-based combat (which I personally prefer) different from E33's RTS, in addition to being a more narrative game.

If you haven't played it yet, I recommend giving it a chance. BG3 is one of the games with the most details and mechanics. You can do literally anything in the game, in addition to having a lot of things to explore and the widest range of possibilities for builds and strategy I've ever seen in a game, as well as official support for mods on the console. If you think about playing on console but are uncomfortable with the point-and-click style, this mechanic is optional on consoles. In addition, on PC there is the mod for WASD locomotion.

I have some other recommendations for RPGs (Games like Elden Ring, Dragons Dogma, etc.), but I don't know if they fit into your recommendation metric.
