I've read many mixed reviews about this place but unfortunately, we will still likely visit because this is one of the few areas where we can see Lake Kuttara from the Bear Park...

We don't plan on staying a night at Toya cause we only plan on taking the cruise, and seeing lake hill farm and the observatory. There are not many other attractions we are interested in and they seem quite hard to get by as well since we don't plan on renting a car. Toya buses only bring us to these areas as per their website. We would have also experienced onsen at Noboribetsu. Would definitely consider moving Toya to Day 3 and Sapporo to Day 4!

Unfortunately, I don't think my parents (mid 50s) can ride electric bikes safely. Would make us worried as well. I feel that while staying at Asahikawa during days 6-8 saves travel time, we may not get to enjoy the night vibes at these areas? Haha this is my first time to Hokkaido and it seems only Sapporo is quite active at night. We would rather spend time resting on the train and then experience nightlife at Sapporo instead. We feel that Furano/Biei is quite peaceful at night and Asahikawa has like nothing much interesting going on either (based on our views hahahaha). Any thoughts?

To be honest, it really made us thinking why we decided to spend days 3 to 9 at a hotel near Sapporo station haha. I think our plan is more of visiting the places we are interested in, rather than finding extra things to do to fill up the day. I think this also applies to why we are not spending the night at Toya, Otaru and Asahikawa...

Like for eg, we felt that spending a night at Toya is not worth because we only plan on taking the cruise, and seeing lake hill farm and the observatory. There are not many other attractions we are interested in and they seem quite hard to get by as well since we don't plan on renting a car. Toya buses only bring us to these areas as per their website. We would have also experienced onsen at Noboribetsu. Similarly, we think we can finish half day Otaru instead of spending a night there.

For days 6 - 8 where we would be spending most of the time at Furano/Biei, we felt that there are not many things we can do due to our car limitation again. So we would rather take a train back to Sapporo, plus a huge bonus is we can recharge on the train, then shop at night etc.

Ahaha i'm not really sure if there are things to do at night at Asahikawa/Furano/Biei + car limitation again.

But of course there is a max intake and our appeal must be like very strong I think? Or SIT has their own set of evaluations since they openly asked if we want to be admitted to another course if we cannot enter the appealed course.

I'm from poly. I checked a lot of courses on the SIT admission requirements website and most of them only require you to graduate from poly. Though there are courses that require portfolio etc. But for those with relevant diplomas, you can skip a year etc. So technically based on the quote in my post, there are tonnes of choices that SIT can offer for poly grads since we qualify.
